RISE - Targeted Neighborhood Investment

Introduction and Goals


While the Land Bank is active in all the neighborhoods of Lucas County, an opportunity exists to target the tools and resources of the Land Bank at the neighborhood level in a comprehensive way. RISE (Rebuild Invest Stabilize Engage) is that effort.

RISE will work to revitalize the real estate market for home owners, furthering the goal of stabilizing and increasing property values; provide home repair assistance to existing home owners; provide financing and other incentives for new and existing neighborhood businesses; invest in place-making initiatives in partnership with neighborhood-based organizations; and partner on strategic nuisance abatement and code enforcement efforts.

The goals of RISE are to target available resources in a specific geographic area for at least 12 months in order to:
  • Help stabilize the real estate market and preserve property values
  • Build on resident-led momentum to advance neighborhood quality of life
  • Encourage a sense of place and community

During 2017-2018, the Land Bank's Board of Directors has chosen the Burroughs neighborhood in South Toledo for targeted neighborhood investment under the RISE program.

While many neighborhoods in Lucas County were considered, Burroughs was targeted because of the intersection of many key elements necessary to see stabilization over time. Burroughs has a dense residential neighborhood and also strong commercial corridors; it has a strong home ownership core; and it has engaged and dedicated residents working to move the neighborhood forward.

RISE Matching Grants

In partnership with our Heritage Home Program, a limited number of RISE Matching Grants will be available to qualified property owners to make necessary repairs to their homes. Up to 50% of the cost of your home project may be reimbursed by the Land Bank (max of two projects and $5,000). Read the Program Guidelines to learn more.

Storefront Improvement Program


 

To help improve the look and feel of the Burroughs commercial corridors, a limited number of Storefront Improvement grants will be available to qualified property owners to invest in their business.  Up to 50% of the cost of a qualified business investment may be reimbursed by the Land Bank (max award of $5,000).  The Application and Program Guidelines provide complete details.

Homeownership Advantage



The Land Bank will be working to identify up to 4 homes in the neighborhood to be renovated - top to bottom! These homes will be offered for sale exclusively to homeowners in order to help grow and stabilize the neighborhood.

Community Engagement

Helping Library Village RISE
