Sealed proposals for the “Village of Whitehouse – Village Park Pavilion” will be received by the Lucas County Board of Commissioners (on behalf of the Village of Whitehouse) at One Government Center, Suite 800, Toledo, Ohio 43604 until 10:00 a.m. on Friday, May 22, 2015 at said office opened and read aloud. 
The contract documents, including plans and specifications, are on file at the office of the Village of Whitehouse, the designer – Edge, Inc. or Poggemeyer Design Group, Inc. Documents may be viewed and ordered online or obtained from Becker Impressions, 4646 Angola Road, Toledo, Ohio 43615, Telephone 419-385-5303, The cost of printing is to be paid to the printing company at the time the drawings are picked up. Shipping and tax charges are the bidder’s responsibility and payable directly to Becker Impressions. Estimated total project cost: $235,000.  

Each bid must be accompanied by either a bid bond in an amount of 100% of the bid amount with a surety satisfactory to the Lucas County Board of Commissioners or by certified check, cashiers check, or letter of credit upon a solvent bank in the amount of not less than 10% of the bid amount in favor of the Lucas County Board of Commissioners.  Bid Bonds shall be accompanied by Proof of Authority of the official or agent signing the bond.

Bids for the above-described work must be made on blanks furnished by Lucas County. Bids shall be sealed and marked as Bid for “Village of Whitehouse – Village Park Pavilion” and mailed or delivered to the Lucas County Commissioners office at the address above. Bids must be stamped with time and date received. Bids received after the scheduled bid opening date and time or not accompanied by the required bid bond/check and required affidavits will not be considered.

Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Federal Labor Standards Provisions and Davis-Bacon Wages, various insurance requirements, various equal opportunity provisions, and the requirement for a payment bond and performance bond for 100% of the contract price. No bidder may withdraw his bid within thirty (30) days after the actual date of the opening thereof.  Lucas County reserves the right to waive any informalities or to reject any or all bids, or accept any bid for both labor and material for such improvements without disclosure of reason and to determine the lowest and best bidder in the aggregate.
