Toledo, Oh—The Lucas County Commissioners and a host of private sector partners announced the formation of WorkReady Express, a program designed to address workforce transportation challenges.
For some Lucas County residents, reliable transportation is a major hurdle to keeping their job. WorkReady Express helps address this employment barrier. This innovative public/private partnership program provides temporary transportation to and from the workplace so that an employee may get through their probationary period or establish a reliable means of transportation to their job site.
The program is open to Lucas County residents who either have a job offer or are currently employed and have no means of reliable transportation to and from their workplace. WorkReady Express uses Black & White Transportation to shuttle employees to and from their job site. This comprehensive initiative links employees with temporary workplace transportation, skill certification, and the Financial Opportunity Center in order to ensure that the employee has the tools necessary to maintain steady employment and find a reliable way to work on their own.
How WorkReady Express Works
• Transportation to-and-from participant’s workplace or to an approved apprenticeship program
• Duration: Up to 3 months per participant
• Requirements to participate: Individuals selected for participation must sign an agreement stipulating the following:
o Individual must be a Lucas County resident; travel must be from a Lucas County address
o Individual must be currently working or have a firm start date for work
o Individual cannot have access to working automobile at home
o Individual must be registered with OhioMeansJobs Lucas County
o Individual must be enrolled in WorkReady Lucas County and take (or have taken) the WorkKeys pretest at a minimum
o Individual must enroll and meet with an area Financial Opportunity Center (FOC) to plan for transportation to work at the conclusion of the pilot
o Individual must agree to use the service only for travel to-and-from work
? Individual must present work schedule to LCDPD so travel to worksites can be verified
o Individual must agree to allow program partners and employers to report job retention data to LCDPD for program evaluation purposes
o Individual must meet one or more of the following criteria-
? Residence greater than 0.5 miles from a public transportation stop
? Public transportation does not provide service to the individual’s employer
? Work shift falls outside of designated public transportation hours of operation (eg. individual works second or third shifts)
? Public transportation bus route to and from employer is expected to take greater than 1 hour each way
o Individual must understand that the county is not responsible for transportation to work or job retention upon completion of the program.
If an individual does not comply with the criteria outlined above, he or she may be removed from the program.
Without a personal vehicle, many job-seekers and those currently employed cannot easily commute to and from work. These gaps not only leave barriers for job-seekers seeking financial self-sufficiency through gainful employment, but pose a challenge for businesses. Put simply, individuals cannot meaningfully participate in the local economy if they cannot get to their jobs nor can businesses effectively compete in their industries if employers lack the workers they need.
