The Board of Lucas County Commissioners is seeking proposals for the lease, lease to purchase, or purchase of facility space to serve the consolidated needs of the Lucas County Records Center.

This requirement is for establishing a Lucas County Centralized Records Center according to the established specifications, which include an environmentally controlled, fire protected, and efficient storage area; office area; records processing areas; building security, and access to fiber optic cable connection.  Preferably the facility will be located near downtown Toledo, Ohio.

The criteria that will be considered in evaluating proposals includes the following:  geographic location; environmental (HVAC) systems; utility services, including phone and data; access to Ethernet fiber optic connection; fire detection, alarm, reporting, and suppression system; loading area; facility condition; internal and external security system with surveillance, alarm, and reporting; configuration relative to requirements; water/flood detection, alarm, and reporting system; restrooms; parking; and costs, including historical utility expenses.

Proposals shall be submitted no later than 2:00 PM on August 22, 2013 to the Board of Lucas County Commissioners, One Government Center, Suite 800, Toledo, Ohio 43604-2259, Attention Tom Dodds, Office of Management and Budget, Project Manager.  Proposals shall be clearly marked “Lucas County Centralized Records Center.”  Please submit six (6) hard copies of your proposal.
