Certification Definitions, Certified by the State of Ohio
Minority Business Enterprise (MBE) Definition
  • A company that is owned and controlled at least 51% by US citizen(s) and resident(s) of Ohio, belonging to one of the following ethnic groups: African-American, Native American, Hispanic, or Oriental
  • The firm must have been in operation at least one year prior to applying for certification.
  • Not limited to size of business

Disadvantaged Business Enterprise (DBE) Definition
  • A business owned and controlled by 51% minorities, women, and other socially and economically disadvantaged persons. (For any group whose members are designated socially and economically disadvantaged by the SBA)

Encouraging Diversity Growth & Equity (EDGE)
  • A business that is a socially and economically disadvantaged business as defined by the Ohio Department of Administrative Services’ Equal Opportunity Division
  • All races eligible
  • Not limited to size of business
